日本の年金制度とは Japan's Pension System
日本の公的年金制度は、毎月、保険料を納めることで、老齢のほか、障害、死亡といった予測できないことがおきたときに、給付を受けることができる制度です。
The public pension system, consisting of the National Pension（NP）and the Employees' Pension Insurance system（EPI）, pays you insurance benefits not only for old age but also for unforseeable events such as disability and death. The benefits are paid on the condition that you pay monthly contributions.
加入する人 Those required to enroll
日本に住む20歳以上60歳未満（厚生年金保険については70歳未満）のすべての方は、国籍を問わず、日本の公的年金制度（国民年金または厚生年金保険のどちらか）に加入する義務があります。
厚生年金保険に入っていなければ、市役所や日本年金機構で国民年金の加入手続をしなければなりません。
All residents of Japan, regardless of nationality, aged between 20 and 59 (up to 70 years old for the EPI) must enroll either in the NP or in the EPI.
If you are not enrolled in the EPI, you must register for the National Pension at your local city hall or the Japan Pension Service.
保険料 Contributions
- 国民年金保険料 毎月17,510円（2025年度）、毎月17,920円（2026年度）
National Pension contribution : ¥17,510 per month(fiscal year 2025) 、¥17,920 per month(fiscal year 2026)
- 付加年金保険料 毎月 400円
Additional Pension contribution: ¥400 per month
- 払えない場合や、学生の方は免除制度があります。相談してください。
If you cannot pay your pension contributions or are a student, you may be eligible for an exemption. Please contact City Hall for details.
加入しなくていい人 Those not required to enroll
ただし、下記の方は、国民年金に加入する必要はありません。年金事務所へ届出が必要です。
- 在留資格が、特定活動（医療滞在又は医療滞在者の付添人）の方
- 在留資格が、特定活動（観光・保養等を目的とする長期滞在又は長期滞在者の同行配偶者）の方
- 社会保障協定による相手国の適用証明書をお持ちの方

However, the following people do not need to join the National Pension :
You must submit a notification to the pension office. Japan Pension Service "Application for Exclusion from National Pension Coverage for Category I / III Insured Persons" (external websit）
- Those with a status of residence of designated activities (medical stay or accompanying medical stay)
- Those with a status of residence for designated activities (long-term stay for the purpose of tourism, recreation, etc., or accompanying spouse of a long-term resident)
- Those who have a certificate of coverage from the other country under the social security agreement

市役所で手続きが必要なとき Procedures at City Hall
- 国民年金に加入するとき When enrolling in the National Pension
- 会社をやめて、厚生年金をやめたとき（国民年金に加入するとき） When leaving a company and withdrawing Employee Pension Insurance (When enrolling in the National Pension)
- 日本に来たときや離れるとき When coming to Japan from overseas or leaving Japan for overseas
- 保険料の免除を申請するとき When applying for exemption of contribution
- 学生が納付特例を申請するとき When a student applies for the special payment system to postpone the contribution payments
- 国民年金の付加年金に入るとき When applying for the Additional Pension of the National Pension
- 国民年金手帳や基礎年金番号通知書をなくしたとき When you have lost your National Pension Handbook or Basic Pension Number Notice
- 国民年金に入っている人が亡くなったとき When a person enrolled in the National Pension passes away
- 国民年金に入っている人が病気やケガで障害が残り、年金を受け取るとき
When a person enrolled in the National Pension becomes disabled due to illness or injury and applies for a disability pension
